Our Company

Star Security Services Company Limited was incorporated in Hong Kong in 2020 as a wholly owned subsidiary of Star Group (1560.HK). In the same year we obtained a Security Company Licence (Type I, No. 2039) from the Security and Guarding Services Industry Authority, renewed in 2025 through to 2030.

We employ our security officers directly, providing guarding and risk management seven days a week, twenty-four hours a day. Every officer on site completes a background check before joining and holds a valid Security Personnel Permit.

We serve residential developments, grade-A commercial buildings, modern industrial buildings and serviced apartments. Beyond the group’s own properties, we take on contracts awarded by outside owners and owners’ corporations.

Licence

Licence and Accreditation

To provide security guarding in Hong Kong, a company must hold the relevant class of Security Company Licence under the Security and Guarding Services Ordinance (Cap. 460), and individual officers must hold a Security Personnel Permit.

We hold a Type I Security Company Licence, No. 2039, permitting us to operate as a security company and to supply individuals to perform the security work described as “provision of security guarding services”, valid to 9 July 2030. The licence is issued by the Security and Guarding Services Industry Authority and appears on the Security Bureau’s public register of licensed security companies.

Alongside the security company licence, we hold ISO 9001:2015 quality management system certification, issued by ACI and accredited by HKAS and the IAF, and we are a member of The Hong Kong Security Association.

Our Security Team

Site teams are made up of supervisors, senior officers and officers, backed by relief staff who cover leave, sickness and unplanned extra shifts so that no post is left unmanned.

Everyone is employed directly by us, thoroughly pre-screened and background checked before joining, holds a valid Security Personnel Permit, and works in company uniform with an ID card.

The security manager reviews performance at each post personally, and night patrol officers maintain supervision across the whole period. In an emergency, a patrol officer can be on the scene first.

One of our officers has been recognised by the Police as a Best Security Guard of the New Territories North Region, receiving the award at NT North Regional Police Headquarters.

Recognition of a front-line officer by the Police reflects the alertness, response and cooperation expected at a post day to day. We also run an internal incentive and recognition scheme assessing overall service quality, performance, supervision and appearance.

Training

Training and Drills

Under the conditions of the security company licence, security work training is delivered by a qualified training institute. We arrange and track each officer’s completion of the recognised basic security guard course, along with market-specific refresher courses, customer service training and supervisor training.

Site-level drills and standing orders are run by us, covering fire and emergency response exercises, review of standing orders and handover checks, so that new and reassigned officers know the site before they take a post.

We operate an incentive and recognition scheme that assesses officers on overall service quality, performance, supervision and appearance, and recognises those who stand out.

Transition

Taking Over a Site

The usual worry when changing contractor is a gap in cover during handover. Our security manager visits the site first, builds a transition plan around what is actually there, and works through it item by item.

The plan is written for the individual site and covers manning levels, post allocation, standing orders, handover of keys and equipment, taking over CCTV and radio systems, and the reporting arrangement with the owner or managing agent.

Group Structure

We sit within Star Group’s “Star Properties and Services” division. Within that division, property and facility management is handled by Star Property Management (H.K.) Limited, which holds a Property Management Company Licence issued by the Property Management Services Authority (No. C-628128), while renovation, maintenance and cleaning are carried out by Crystal Sun Services Limited.

The three companies’ licences belong to different legal entities and come from different authorities: the security company licence is issued by the Security and Guarding Services Industry Authority under Cap. 460, the property management company licence by the Property Management Services Authority, and Crystal Sun Services Limited holds no government licence.

Belonging to one group keeps coordination between security, property management and works internal, with clear lines of responsibility. Each guarding contract, however, is entered into and performed by this company in its own right.

A control room that never closes

Each site runs a central control room where the duty supervisor watches the CCTV and radio network and calls each post at set intervals. If a post does not answer in time, a patrol officer attends in person.
